How do you change jobs appropriately?

Do you give notice then start looking? Do you start looking then give notice? How do you make a smooth transition, looking good to the old and new employer and without hard feelings? How do you change jobs appropriately?
Start looking first. If you are offered a position, let the new company know that you need to give notice (2 weeks is typical) to your employer first. They should be accepting of this, it's only proper protocol.

Then you let your current employer know that you'll be leaving in 2 weeks. No hard feelings. Yes, they'll be strapped to fill your position, depending where you work, but that's their problem, not yours. You've done your part by giving notice. How do you change jobs appropriately?
First find a new job, then give two weeks notice to your present employer. Tell him SO long it's been good to know you,SO long it's been good to know you,SO long it's been good to know you,but I have to go now SO long!
find a job secure the job turn in a notice (2 weeks is standard) leave to new job. if you turn in notice first they may fire you or you may not get a job before notice runs out
