I currently have a fairly good paying job in the area where I live, and I rent an apartment. I would like to live and work in another city. How do you go about getting a job in another city and finding a place to live there. I have been checking job openings in a few cities that I am considering, but haven't applied for any yet. It seems to me that would be the first step, to apply for jobs. Then if I get an offer - look for housing in the area. I don't have any savings except 401k which I can't touch. I live from paycheck to paycheck right now. I would appreciate any advice from anyone that has accomplished this themselves.Can anyone tell me the best way to change jobs and move to another city?

Depends on the kind of jobs. Some jobs will consider relocation for job applicants, while others will not.
I applied to the places I was interested and went from there. After getting an offer I asked for some assistance to move. Larger companies and the government tend to have standard relocation help where they will pay for your housing for 30 days after you move while you look for a place.
If the jobs/companies you are applying for are not of this type then you will have to handle the moving situation yourself. Find a place with a weekly or monthly rate and move and look for work or hopefully you can get something first and then move.
There are a lot of unanswered questions that I think would be useful to know to better answer your question. First, what type of job do you have. I am going to guess that you are not married and that your job is something like an entry level position (since you are just getting by on salary). The next question is what line of work are you in? If it is a field with high demand, then there is probably less of a problem. Also, will you have to break a lease on the apartment? The answers to these questions need to be factored into the answers you receive.
Since you do not have the means to just pack up and move and get a place while you look for a job. Begin applying now. Like was said, some companies may assist in relocating, but I would not rely on that. If they bring you in for an interview, make sure you take some time to scope out the area. Maybe if they like you they will show you around a bit also. You may have to make a selection of an apartment over the internet, so you may want to find a place with out a lease or something less than a year, or again rely on assistance from your new company.
Another approach, again depending on your field, is to go to work for a temp agency for a period of time while you establish yourself.
Now all of the above has assumed that you are relatively young and have not built up a network. However, if you do know people who work in your field, you may contact them to see if they can help get you into a company. Networking is probably the best way to land a job, but it takes time to build that network.
