What are employers seeking as far as past employment?

A couple of friends and I were talking today about how the job market is so limited. We came across a question on who would an employer choose as a potential candidate? A person who has worked with a company for 3-10 years or a person who has changed jobs limiting their employment from 8 months to less than 2 years? All replies would be greatly appreciated and helpful. Thanks! What are employers seeking as far as past employment?
I look for stability. If the person is worth it, I have no problem investing in the training. But if that person is just going to up and leave, my time and money have just been wasted. Even if the person is the most talented, if they are going to leave in a year, the others adapting to them, then adapting after they leave, and then the cost to hire and train someone else, makes the high talent person not worth it. Also, if they leave a lot, gives rise to the thought they are stealing contacts or other company info. What are employers seeking as far as past employment?
other things being equal, it would be the one with the MORE work experience, especially more RELEVANT experience, which translate into less training and more maturity.

on the other hand, if the vacant position is a junior one, the more experienced person may be over qualified and the company may worry that he quits soon afterward
I think the longer you have retained a job I think it looks better for you. I think it shows dedication. If someone is has jobs that only last a year or so before they leave for whatever reason it doesn't look good. When applying for a different job, when you have been with a company for a long time (and still in that job) a person can always say they would love new challenges, chances to move up, and what not.
